Russian officers of JCCC got medals from Donetsk People’s Republic for their service

Security Service of Ukraine released new evidence that proves involvement of Russian officers of Joint Centre for Control and Coordination (JCCC) in training militant’s of so-called Donetsk People’s Republics. Russian officers were going in and out of occupied territory of Donbass as members of a group that monitors cease-fire violations in the area and helps to stop fire from both sides of the conflict. Border control found books with military instructions on various subjects, DPR insignia of different pro-Russian militants units and medals given to Russian offices by DPR for their “fight against Ukrainian aggression”.

During rotation of Russian part of JCCC mission on January 27 at border control Ukrainian officers found 14 books on military affairs with limited access “For official use only” that Russian officers captain Sergey Kutsenko and major Aleksandr Kornik had with them, the books were on these subjects:

installation of machine guns on vehicles;

blasting operations and mine clearance;

building fortifications and defensive structures;

Russian officer Andrey Akimov had different patronymic name that didn’t match his ID. Captain Sergey Kutsenko was not in the lists and border guards made a decision to send both back to Russian Federation.

On February 2 2016 border guards at “Hoptivka” border control checkpoint in Kharkiv Region looked through the luggage of Russian officers and found materials that confirm that they provide support for members of terrorist organizations of DPR and LPR.

Lieutenant colonel Elizar Popov, major Sergey Trofimenko and Yuriy Frolov had original certificates issued by so-called Minister of Defense of DPR that confirmed they got medals, certificates said “Given to internationalist soldiers and commanders of Armed Forces of Donetsk People’s Republic who are rewarded for special courage, feat of arms and for support provided to Donetsk People’s Republic in a fight to stop aggression of Ukraine”. The text on the medal says “Internationalist soldier”.

Col. Igor Kirsanov, the Deputy head of Russian side of JCCC, coordination officer Eduard Anisimov, major Damir Shangareev, major Aleksandr Andryushkin had teaching materials and lectures on these subjects:

using modern tank units in special circumstances;

using hand grenades, mines, explosive charges and devices while undermining bridges, buildings and other structures;

books on training specialists to use multiple rocker launching systems “Smerch”, “Uragan”, “Grad” and so on;

notebook with notes describing ways to obtain intelligence information on the ground and numerous handwritten notes with signs of cryptography.

The head of Security Service of Ukraine said that those materials are directly related to military operations on occupied territories of Ukraine.

Russians also had different military insignia, flags of illegal armed groups of DPR and LPR and souvenirs that promotes terrorist groups and so-called “Novorossiya”.

OSCE vehicle was attacked by a sniper near Donetsk from the area controlled by DPR

Today on January 16 a sniper of illegal armed groups attacked OSCE mission patrol vehicle from the territory of Donetsk Region which is now not under controlled of Ukrainian government. Representatives of special monitoring mission were not hurt, their life is not in danger, but the vehicle was damaged.

There is no gas in Mariinka for more than six months already, today there are works to fix damaged gas pipeline and restore gas supply. Representatives of OSCE SMM were on patrol with Ukrainian officers of Joint Centre for Control and Coordination (JCCC), engineers of State Emergency Service of Ukraine and soldiers of civil-military cooperation tactical group “Donetsk”. The main task of joint patrol was to provide security for civil personnel that who were doing repair works.

Observers of Ukrainian part of JCCC have noted on numerous occasions that shelling from the side of militants of illegal armed groups continue in order to postpone the process of restoration of infrastructure located on the territory controlled by Ukrainian government, also in Mariinka town and to frighten OSCE SMM observers and repair workers.

Ukrainian side of JCCC insists that it is unacceptable for people to work under shelling and there was a group created inside Ukrainian side of JCCC in order to work on restoration of infrastructure of Donbass. Again we have to say that Russian side of JCCC right now can’t secure complete cease-fire from the side of militants even during repair works on restoration of electric power lines, water pipes and gas pipes on the territories that were defined as priority in Minsk.

UPDATE: January 16 at 5:27pm. Special Monitoring Mission of OSCE confirmed attack on their vehicle in Mariinka town located near Donetsk and posted a statement at their Facebook page

The OSCE Special Monitoring Mission (SMM) to Ukraine can confirm an incident in which fire hit one of the SMM vehicles while on patrol in Marinka, close to the contact line in the Donetsk region.
None of the SMM patrol members was injured, one vehicle sustained damage.
The patrol left the area immediately.
The Joint Centre for Control and Coordination (JCCC) has been informed about the incident. A Spot Report will be issued later today.
The SMM condemns this violent attack against its unarmed civilian monitors.

Ministry of Foreign Affairs of Ukraine strongly condemns the shooting at the OSCE Special Monitoring Mission (SMM) vehicle by Russia-backed militants on 16 January 2016 in the area of Maryinka.

We regard this case as a blatant attempt to intimidate the OSCE SMM observers and yet another evidence of the deliberate violations by Russia and its proxies of their obligations under the Minsk agreements.

We demand to stop provocations against the OSCE observers, servicemen of the Ukrainian Armed Forces and civilians, as well as to ensure the SMM security and its unhindered access to the whole territory of certain areas of Donetsk and Luhansk regions, including the uncontrolled by Ukraine sections of the Ukraine-Russia border.

Today in the morning a group of pro-Russian militants of about 100 men armed with small firearms, grenade launchers and with armored personal carriers entered Kominternove village located 10 km from Mariupol city. Kominternove is located in so-called “gray zone” on a contact line between Ukrainian army and illegal armed groups of “Donetsk People’s Republic”.

This information was confirmed by Anton Myronovych, spokesman of Anti-Terrorist Operation, in his interview to 112 TV channel. Later today Press Center of ATO Headquarters also posted information on the situation in Kominternove at their official Facebook page www.facebook.com/ato.news

The number of militants according to the data that our intelligence has is equal to reinforced company (up to 100 men). There are probably up to 5 tanks and 5 armored personnel carriers. This is the latest information.

Below we translated official statement posted by Press Center of Anti-Terrorist Operation Headquarters.

Russian-terrorist troops entered “gray zone” near Mariupol and increase the number of weapon banned by Minsk Agreements along the contact line.

According to data that ATO Headquarters has today in the morning militants of pro-Russian illegal armed groups numbered up to one reinforced company with armored vehicles entered Kominternove village located in “gray zone” close to Mariupol.

According to information of Press Center of ATO Headquarters militants were armed not only with small firearms and grenade launchers, but also with armored vehicles, probably tanks and other heavy weapon, which is banned by Minsk Agreements.

The information about brutal violation of agreements by units of Russian-terrorist troops was provided to representatives of Joint monitoring mission of OSCE via Joint Centre for Control and Coordination (JCCC).

This is an evidence that illegal armed groups controlled by authorities of Russian Federation don’t follow agreement and this is another provocation against ATO forces.

Besides that according to the latest information the enemy increase the number of weapon banned by Minsk Agreement near the contact line close to Mariupol. There is at least one tank spotted at the suburbs of Kominternove and 4 tanks South-West of Zaichenko. There is also information that militants have BM-21 “Grad” MRLS near Sakhanka village.

At the same time ATO Headquarters and commanders of the units that are located near Mariupol are doing everything needed in order to prevent further escalation of the conflict and ready to react to possible aggression from the side of illegal armed groups. ATO units have enough forces along the contact line for effective operations.

On December 19 2015 OSCE posted report on the situation near Mariupol, they talked to local residents who came from Kominternove and who saw armed group of “DPR” in the village on December 17. The were mines at the entrance to the village. See OSCE report at http://www.osce.org/ukraine-smm/211466

The SMM met in Mariupol two residents (a man and a woman, approximately 50 years old) of Kominternove (23km east-northeast of Mariupol). According to them, the explosive devices at the south-western entrance to the village (see SMM Daily Report 29 October 2015) were still in place. Both opined that a controlled detonation to remove the devices could damage nearby houses. They claimed that on 16 December they had seen Ukrainian Armed Forces soldiers in the village, while on 17 December they had seen a group of “DPR” armed men. They stressed what they said was lack of construction material for winterization in the village and insufficient coal supplies.

In the area of the south-western entrance to Kominternove (23km north-east of Mariupol), the SMM saw at least two anti-tank mines and two anti-tank rockets taped together and connected to wires on the road leading to the village. On the roadside of the north-western outskirts of the village, the SMM observed two anti-tank mines, one anti-personnel mine (on the ground and uncovered), unexploded ordnance (UXO), and the body of a dead dog, which had possibly been killed by an anti-personnel mine (possibly bounding mine).

Today illegal armed groups violated cease-fire agreement cynically neglecting Minsk Agreement. At 12:25 insurgents fired with ATGM at excavator that was building fortifications at Ukrainian Army position near Troitske village. As a result 4 Ukrainian soldiers were wounded.

The fact of the shelling was registered by representatives of OSCE and Joint Centre for Control and Coordination (JCCC)

There were no other incidents registered by ATO headquarters from midnight and till 7 pm today.

Ministry of Defense of Ukraine posted photos of the aftermath of the attack on Ukrainian positions. This was the 1st time in a month when insurgents fired in the direction of Ukrainian soldiers in that area. The enemy fired 2 rockets. General Kremenetskiy reports that pro-Russian terrorists used MRLS 135 times since March violating Minsk Agreements.

Terrorists were shelling positions of Ukrainian Army and objects of civil infrastructure using MRLS BM-21 “Grad” banned by Minsk Agreements again.

On August 7 and 8 at night terrorists fired about 65 rockets of MRLS BM-21 “Grad” at Troitske village located on the border between Donetsk and Lugansk Regions. They were shelling from their positions in Kalynove and Pervomaysk.

Special Monitoring Mission of OSCE was immediately informed about those facts, OSCE observers also confirmed that terrorists were using heavy weapon that should be removed from the contact line.

But on August 9 at 21:40 and 21:44 pro-Russian separatists fired 40 rockets from the South part of Kalynove village in the direction of Troitske. According to artillery intelligence unit terrorists set MRLS “Grad” just 10-15 meters from residential buildings!

Experts of JCCC examined areas where the rockets landed and confirmed that MRLS “Grad” was used. They registered many craters 1 meter deep and 3 meters in diameter, and they found remains of “Grad” rockets launched by terrorists.

In March 2015 the leaders of separatists reported that they removed MRLS from the contact line following Minsk Agreements. According to data provided by JCCC after that terrorists used MRLS 135 attacking the territory controlled by Ukrainian Army.

The head of Ukrainian part of JCCC Boris Kremenetskiy said that indicates that the statements of self-proclaimed leaders of separatists are not only fake, but that they also plan to destabilize the situation in the conflict zone and sabotage the process of implementation of Minsk Agreements.

The weapon of illegal armed groups that should be removed from the contact line long time ago is used for one reason. The leaders of some areas of Donetsk and Lugansk Regions are not interested in peace plan.

After attack on Shchastya North of Lugansk Region lost electricity, 2 Ukrainian soldiers wounded.

Terrorists of so-called Lugansk People’s Republic shelled Shchastya city using mortars, grenade launchers and automatic weapon. As a result power block #13 at the Power Plant was stopped at 20:50 and the North of Lugansk Region were left without electricity. Few hours later at about midnight power supply was restored.

The territory of bus station and department of Emergency Service of Ukraine in Shchastya were shelled. 2 soldiers of 92nd Detached Mechanized Brigade were wounded. The building of former food base located near Shchastya Power Plant got on fire.

The situation in Stanytsia Luhanska was quiet for the last 2 days, just few gun shots were registered coming from the direction where terrorists are located. People are restoring the infrastructure in the town.

After another attack on Lugansk Power Plant in Shchastya the questions of power security of Lugansk Region was raised again. We discussed this subject many times. Lugansk Regions needs another power line that will help to protect ourselves and we will be able to give extra power to other regions.

JCCC says that pro-Russian terrorists increase military confrontation in attempt to sabotage Minsk Agreements

Joint Centre for Control and Coordination (JCCC) reports that terrorists ignored all requests to stop heavy shelling. Starting from 21:00 of July 31 till 03:28 of August 1 Russian-terrorist groups opened heavy fire almost all along the contact line in Donetsk and Lugansk Regions. Ukrainian Army positions and towns and villages located close to the front line were heavily shelled, those were Avdiivka, Opytne, Pisky, Mariinka, Krasnohorivka, Mayorsk, Luhanske, Zaitseve and so on. The worst situation was in the areas of Horlivka, Donetsk and Avdiivka. In the last 24 hours 2 civilian people were wounded in Dzerzhynsk and Toshkivka.

Terrorists were shelling Ukrainian positions hiding behind residential areas, they used heavy artillery that was supposed to be removed from the contact line according to Minsk Agreements. Terrorists opened artillery fire from the center of Horlivka, that was another war crime.

The head of Ukrainian side of JCCC said it again that it’s unacceptable when terrorists use civil population as a shield and that they will pay for the crimes against humanity.

Most of the request to stop fire terrorists simply ignored. Representatives of Russian side in Joint Centre for Control and Coordination informed that they can’t influence insurgents and can’t make them stop the fire.

The head of Special Monitoring Mission of OSCE in Kiev and the office of SMM OSCE in Donetsk were informed about critical situation, international means to influence insurgents were used. Fire from insurgents side was stopped for a short time, but later they resumed the shelling.

The head of Ukrainian side of Joint Centre for Control and Coordination thinks that this is another attempt to escalate the conflict.

This is especially cynical before next round of the meeting in Minsk that is planned for August 3 and this is an attempt to sabotage the meeting by illegal armed groups that control some areas of Lugansk and Donetsk Regions.

JCCC warns insurgents who control some areas of Donetsk and Lugansk Regions that their attempts to sabotage conflict settlement by peace processes and trasnfer into military confrontation are unacceptable. Any military provocation will get adequate reaction from the side of Armed Forces of Ukraine.

2 civilians killed and 3 wounded after terrorists of Donetsk People’s Republic shelled Ukrainian city.

Terrorists of so-called Donetsk People’s Republic and Lugansk People’s Republic continue to destroy infrastructure of Ukrainian cities and villages. On July 30 starting from 2:40 am till 6:08 am terrorists shelled residential areas of Dzerzhynsk from their positions in Horlivka using 122 mm artillery systems. 2 civilian people were killed and 3 wounded. 34 craters observed.

Observers of Joint Centre for Control and Coordination (JCCC) registered direct hits on Belinskgogo St. buildings 9-11, Kuchubeya St. buildings 1-10, Skachkova St. near the market (see photos). As a result of the shelling 2 civilian people got killed and 3 wounded. 3 houses were totally destroyed, 2 more houses and 8 household structures were seriously damaged. In total 34 craters caused by explosions were registered.

According to data provided by JCCC observers terrorists continue to use “scorched earth” tactics, they deliberately destroy residential areas of cities and villages, and they try to create humanitarian crisis.

Self-proclaimed governments of some areas of Donetsk Region and some areas of Lugansk Region block humanitarian projects which are implemented by Ukrainian side together with OSCE. Terrorists deliberately block the projects that are designed to restore railway infrastructure and water supply in the areas close to the contact line.

Terrorists also continue to shell residential areas with artillery. In the evening of July 30 observers of JCCC registered about 77 shelling, mostly from 122 mm artillery systems from different areas of Donetsk city.

Special Monitoring Mission of OSCE got information about all those facts of Minsk Agreements violations, so they can verify that and react.
