Russian Maj. Starkov captured near Donetsk with truck full of ammo sentenced to 14 years in jail by Ukrainian judge

On September 25 Russian Maj. Vladimir Starkov who was captured on July 25 near Donetsk at Ukrainian checkpoint with a truck full of ammo was sentenced to 14 years in jail by the decision of Ukrainian judge. This was reported by Deputy Prosecutor General of Ukraine Anatoliy Matios and later the information was confirmed by Ukrainian media. This was the 1st case when regular Russian army officer was prosecuted.

This is symbolic! Half an hour ago the chairman of court hearing of the District Court of Dzerzhynsk city of Donetsk Region announced the verdict to major of Armed Forces of Russian Federation Starkov for taking part in aggressive war against Ukraine who followed orders of the Chief of Staff of Russian Federation Gerasimov. The verdict came after the request of the public prosecutor of the Main Military Prosecutor’s Office. 14 years in prison and confiscation of property. In the name of Ukraine! In the name of fallen Ukrainian Heroes! In the name of Nadezhda Savchenko, Oleg Sentsov, Alexander Kolchenko! In the name of the Crimean-Tatar people! In the name of tears of Ukrainian mothers!

Few minutes later Anatoliy Matios added “Major Starkov admitted his guilt completely in the Ukrainian court! He didn’t sing National Anthem of Russia!

This happened first time in the Ukrainian history when Russian soldier was found guilty according to Article 437 of the Criminal Code of Ukraine.

Article 437. Planning, preparation and waging of an aggressive war

1. Planning, preparation or waging of an aggressive war or armed conflict, or conspiring for any such purposes, shall be punishable by imprisonment for a term of seven to twelve years

2. Conducting an aggressive war or aggressive military operations, shall be punishable by imprisonment for a term of ten to fifteen years.

Ruslan Iotko, the driver of the truck who was with Starkov and who accidentally got the truck with ammo to Ukrainian checkpoint taking wrong turn on the way from Donetsk was sentenced to 10 years in prison. Ruslan Iotko said to the reporters that he’s not going to appeal and is ready to spend 10 years in prison. He also refused to answer the question about how he was recruited to one of the illegal armed groups of so-called Donetsk People’s Republic.

Also on August 13 2015 Vladimir Starkov addressed to Putin in a video posted by Security Service of Ukraine. He said that he is Russian Army officer who has been on military service for 19 years, that he wasn’t a combat officer, but was just doing logistics and now Russian Army says that he doesn’t exist. He asked Putin to admit that he was a military and to help to get back home.

Pro-Russian rebels banned all humanitarian organizations on the territory of so-called Lugansk People’s Republic. Only International Committee of Red Cross was allowed to operate in the part of Lugansk Region which is not under Ukraine authorities control right now. All operations of UN on the territory of so-called Donetsk People’s Republic were also stopped.

On September 24 Stephen O’Brien, Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator of United Nations, expressed his concern because “the authorities on the East of Ukraine” ordered to stop all operations of UN in Lugansk. The staff of UN institution was told to leave the territory by September 25. Also several international NGOs were informed that they must leave “republic” before September 26.

I am concerned by messages that de facto authorities on the East of Ukraine ordered to institutions of UN in Lugansk to stop all operations and leave the area by tomorrow, September 25.

Decision of de facto authorities in Donetsk regarding further operations hasn’t been made yet and operations of all UN institutions of UN stopped.

O’Brien said that this situation is a threat for lives of people and old people, women and kids will be left without most essential things.

Coordinator of humanitarian aid reminded that humanitarian situation in the region is hard. He said that hospitals don’t have enough of medicine, including insulin and vaccine against tuberculosis. Doctors can’t do surgeries because there is no anesthesia. 150 thousands of people don’t get food sets every month, 1.3 million of people have problems with water. Over 30 thousands can’t get construction materials that they need in order to fix their houses.

At the same time about 16 tons of humanitarian aid including food can’t be delivered to people who need that. Stephen O’Brien said that actions of “de facto authorities in Donetsk and Lugansk” brutally violate international humanitarian laws. He demanded to renew the work of UN and other international NGOs immediately. He also addressed to those who can influence “de facto authorities” and convince them not to create obstacles in delivering humanitarian aid to those who need it. Reported at www.un.org

We find the decision unacceptable given the significant medical and humanitarian needs of people affected by the ongoing conflict in Lugansk. MSF has been one of the few international organisations providing vital assistance in Lugansk for more than a year. We have been dedicated to supporting doctors and nurses to be able to carry on their crucial work. As in all conflict zones where MSF works, our only aim has been to help vulnerable people, no matter their political beliefs or which side of the frontline they find themselves on.

This situation follows several attempts to block the work of MSF in Lugansk and Donetsk. On September 23 residents of Donetsk came “to protest” against this humanitarian organizations. So far the only humanitarian organization that was allowed to work in Lugansk is International Committee of Red Cross. But even they have problems. Yesterday at about 15:00 8 cargo trucks with humanitarian aid from ICRC went through the checkpoint “Bugas” to the territory of Donetsk Region which is currently under control of illegal armed groups.

But after 3 hours those truck with food and other supply came back, because illegal armed groups didn’t let them go through. This was reported by State Border Guard Service of Ukraine today at http://dpsu.gov.ua

Anyway, today ICRC managed to deliver insulin to the territory controlled by so-called Donetsk People’s Republic, to Snezhnoye, Yasinovata, Torez, Khartsyzsk, Kirovskoye and Amvrosiyevka.

“Protests” against humanitarian mission of “Doctors Without Borders” in Donetsk

Yesterday local separatist media of Donetsk reported that “regular people” came to the office of “Doctors Without Borders” (Médecins Sans Frontières) to protest. There were about 100 people, they had signs that looked like written by same person and signs had same texts on them also. Pro-Russian “protesters” were blaming MSF in making money during the war and making people of so-called Donetsk People’s Republic drug addicted. Representatives of MSF came out to talk to people and showed documents issued by DPR “authorities”, so-called Accreditation Card, that allow MSF activity on the territory of Donetsk Region which is currently occupied by pro-Russian insurgents.

On September 15 “authorities” of so-called Lugansk People’s Republic got into warehouses of MSF in Lugansk and confiscated medicine that was there. Security Service of Ukraine together with State Committee for Financial Monitoring of Ukraine blocked multi-million channel of financing of terrorists of so-called Donetsk People’s Republic. Businessmen from Donetsk Region developed multistage mechanism of converting money they got from Russia into cash via banking system.

During June and July of this year several Russian companies using fake contracts transferred about 100 million UAH to one Joint Stock Company from Donetsk Region. The money that they received they transferred to another limited liability company that they controlled. Both companies were located on temporary occupied territories, but they also re-registered based on Ukrainian laws.

After that in order to convert money into cash they were transferred to personal accounts of 30 different people, those accounts were opened in a branch of one bank. After that criminals planned to take part of the cash to temporary occupied territory and they planned to use part of the money for financing terrorist groups.

Personal accounts and accounts of those companies were blocked, in total there are 75 mln UAH on those accounts now.

Criminal case was started based on Article 258-5 of the Criminal Code of Ukraine.

Investigation continues.

Ukrainian border guard unit got under mortar fire near Donetsk while moving on Kuguar APC

Today Russian-terrorists troops shelled Ukrainian border guard unit that was on patrol near Novotroitske village of Donetsk Region. Border guards were moving to one of the checkpoints on Kuguar APC. On the cross-road Novotroitske-Dokuchajevsk-Berezove (47.754491, 37.593545 on GoogleMaps) it got under mortar fire. One of the mines exploded near the vehicle, but the armor protected all border guard who were inside the APC. Kuguar was hit by shrapnel.

Also because of the shelling Ukrainian checkpoints “Bugas” and “Berezove” stopped all traffic in order to protect local population.

Doctors Without Borders delivered 22 tons of medical supplies to occupied Donetsk

State Border Guard Service of Ukraine reported today that 3 vehicles of medical humanitarian organisation Doctors Without Borders passed by Ukrainian checkpoint “Zaytseve” located on the contact line in ATO zone. The trucks were going from Dnipropetrovsk city to Donetsk which is currently occupied by insurgents of so-called Donetsk People’s Republic. Russian citizen “Rumyn” was dressed in Russian type uniform and had RPG-26 grenade launcher and F-1 grenade with him when he was detained.

According to him he was recruited by FSB Russian secret service while he was in prison. In Donetsk he joined “Oplot” group. He was on duty at observation posts and his task was to locate Ukrainian Army positions. The insurgent was coordinating artillery fire at positions of anti-terrorist operation forces near Taramchuk village of Donetsk Region.

He said that he saw low moral level of terrorists, realized that there was no future for self-proclaimed republics, and understood that pro-Russian media were lying about real situation in Donbas and decided to surrender with the weapon he had.

Security Service of Ukraine found cigarettes worth about 2 mln UAH in a truck coming from Donetsk

Security Service of Ukraine together with military stopped a truck that was moving from Donetsk trying to avoid checkpoints. Inside he truck they found cigarettes worth about 2 mln UAH. Criminals were trying to transport the cargo from the territory of so-called Donetsk People’s Republic to Ukraine controlled territory.

The truck was found in Novoluhanske village of Donetsk Region. When officers of Security Service were searching the truck they found 270 boxes with cigarettes hidden behind construction materials that was inside the truck.

Pro-Russian “activists” protest against the International Committee of Red Cross in Lugansk

Couple of days ago on August 28 the “authorities” of so-called Lugansk People’s Republic brought about 200 students from villages of occupied territory of Lugansk Region to the head office of International Committee of Red Cross located close to the center of Lugansk at 12A Standartniy Gorodok St.

It is not clear what those young people were demanding. The main message that so-called protesters were trying to deliver was that “ICRC is doing nothing” and they also blamed ICRC in co-operation with legal Ukrainian authorities. It didn’t look like those young boys and girls suffer much and there were quite happy and smiling while posing with messages that were accusing ICRC in taking part in crimes that Ukraine does against them.

This show looked very cynical as since the beginning of the conflict on the East of Ukraine International Committee of Red Cross increased its presence and activity in Ukraine. This is probably the only international organization that constantly delivered humanitarian aid not only to Ukraine controlled territories of Lugansk and Donetsk Regions, but also to the territories that are currently under control of so-called Lugansk People’s Republic and Donetsk People’s Republic. For example, ICRC delivers and distributes food packages that weight 20 kilos each to people of Lugansk. Such packages have different kind of cans, oil and cereals enough to feed a man for 1 month.  ICRC also assist to restore infrastructure like water pipes on damaged territories, they also deliver construction material to fix broken house and so on. If somebody is helping people on those territories that are under pro-Russian insurgents control, that’s ICRC.

Just a day before that “protest” another, already 37th, “humanitarian” aid convoy arrived to Lugansk from Russia violating international humanitarian laws. Local people of Lugansk said many times that even if there is food in those white trucks from Russia, they only see it on the shelves of local supermarkets that are controlled by the leader of LPR Plotnitskiy. People of Lugansk only got food packages from Russian 1 time in September 2014, that’s all.

12 POW exchanged today near Donetsk. 156 Ukrainian hostages are still on the list, 11 in Russia.

12 Ukrainian POW were released today in the morning after long negotiation process. The exchange was in a format 1 for 1. It was at Ukrainian checkpoint in Mariinka near Donetsk. 1 released Ukrainian decided to stay in Horlyvka where his family lives, the city is located on the territory controlled by so-called Donetsk People’s Republic. It was planned to exchange POW at night, but Ukrainian group got under heavy fire near the contact line and it was decided to wait till the morning.

Among those 12 hostages there are some who were kept by terrorists for a year, some were in Ilovaisk and got released. One of those who were released decided to stay with his family that lives in Horlyvka… There were difficult negotiations for several months, the last stage took place yesterday in Minsk and in Donetsk Region and the operation was successful. It was not easy for us in Minsk. But it’s much more difficult for our colleagues as they got under fire last night. I thank Budyk, Ruban for their work and courage and I thank Security Service and Ministry of Defense for their great job that helped to release hostages. There is result in coordination and cooperation.

At the briefing Iryna Gerashchenko said that the President of Ukraine during each international meeting raises the question of that part of Minsk Agreement that says about release of all hostage. The Security Service of Ukraine coordinates that process.

In the list of people who were illegally detained are 156 names, those are military, represantatives of volunteer battalions and civilians. At the say time 11 Ukrainian people are in Russian prisons, among them are Nadiya Savchenko, Oleg Setsov and others.

According to Minsk Agreements all hostages must be released including those heroes who were kidnapped and illegally taken to the territory of Russian Federation. The President of Ukraine and the Minister of Foreign Affairs raise this questing during all international meetings and emphasize that Russia ignores that point of Minsk Agreements and they demand from Russia to release those hostages and ask from the world for adequate reaction on Russian actions.
