First checkpoint to occupied territory finally opened in Lugansk Region today

First checkpoint to occupied territory finally opened in Lugansk Region today. Now residents can cross the contact line and get to the territory controlled by so-called Lugansk People’s Republic. The checkpoint was opened in Stanytsia Luhanska. Before locals could get to Lugansk only through Donetsk Region or via Russia.

George Tuka arrived to checkpoint in Stanytsia Luhanska

The checkpoint opened today can only serve pedestrians, so it’s not possible to drive there. The head of Lugansk Regional Military-Civil Administration George Tuka personally arrived to the checkpoint to see how it works.

Buses near the checkpoint in Stanytsia Luhanska

Buses near the checkpoint in Stanytsia Luhanska

After crossing the checkpoint people can get on bus and travel into two directions, to Bilovodsk and to Severodonetsk. Near the checkpoint there is also an open market and a department of State Bank “Oschadbank

It’s hard to overestimate the opening of the checkpoint as there was no single official checkpoint in Lugansk Region for a long time. That was because of several reasons. First of all the contact line in Lugansk Region goes along the river. The bridges were destroyed and at the places where it was still possible to go there were fights all the time. The checkpoint in Stanytsia Luhanska is for pedestrians only because the bridge is still destroyed. We also plan to open logistics center in Novotoshkivske and that will probably become fully operational checkpoint. We are also thinking about possibility to open checkpoint near Zolote.

– George Tuka

After talking to people at the checkpoint George Tuka said that the people mostly interested in the procedure of getting a pass.

We are running information campaign explaining how to get a pass. Every time me, border guards and Security Service of Ukraine were emphasizing that people should get pass. We said many times that it will be possible to go through the checkpoint only for those who have a pass. Nobody will compromise on that.

George Tuka

The head of administration of Stanytsia Luhanska Yuriy Zolkin said that state registries were unblocked in the city. So now it is also possible to get inheritance, do real-estate deals and other legal documents there.

This program involves State Department Bureau of International Narcotics and Law Enforcement, the Drug Enforcement Administration, and Border Patrol. KORD is abbreviation written in Ukrainian as “К.О.Р.Д.” and that means “Corps of Operatively-Rapid Action” (“Корпус Оперативно-Раптової Дії” in Ukrainian).

Geoffrey Pyatt, the United States Ambassador to Ukraine

First of all I thank you Mr. Minister, Mr. Chairman for inviting us to be with you hear. I also want to say special note of thanks to my colleagues from the US Drug Enforcement Agency and US Border Patrol, Justin is the commander and the rest of the team. Today this event is a capstone of the two week effort which is part of the much larger commitment by the United States Government to partner with Ukraine. We are committed to working with you, working with Minister Avakov and the Interior Ministry to build new institutions which are responsive to the democratic demands of the Ukrainian people. So help construct a new state that does not serve the interests of one family or one individual, but serves the Ukrainian people, reinforces your democracy, upholds the rule of law and keeps your enemies obey. Ukraine confronts today an unprecedented array of challenges. To the East you face a relentless Russian aggressor who is responsible for more than eight thousand Ukrainian deaths with a simple objective of denying of the Ukrainian people their sovereign democratic choice. But equally important is the battle at home, to attack corruption, to put an end to the mafias that so long held Ukraine back from its full potential and to meet the high standards for democratic governments that the Ukrainian people properly present to the Minister and all the other members of this government. It’s for Ukrainian citizens who are your ultimate bosses and it’s their security and law that you are pledged uphold. This is just the first step in the larger process of training vetted Special Weapons and Tactics units that would be a key component of the Interior Ministry… We are proud to be partners in this effort and base on what I’ve seen today I am completely confident that you’ll prevail, so congratulations. Slava Ukraine! (“Glory to Ukraine” in Ukrainian)

– Geoffrey Pyatt

One day of truce on the East of Ukraine. 11 military WIA and 2 civilians killed

Just in one day of truce when all Ukrainians were celebrating The Day of Defender of Ukraine on October 14 Ukraine lost 11 military WIA and 2 civilians were killed by a landmine. All casualties happened in Lugansk Region where both parties of the conflict continue to withdraw weapon of a caliber less than 100 mm 15 km away from the contact line according to Minsk Agreements.

Krasna Talivka on the map

Krasna Talivka on the map

All reports about causalities started to be posted only next day. The 1st one came from the State Border Guard Service of Ukraine. A vehicle with border guards was moving near the border with Russia in Lugansk Region about 30 km away from the contact line when road mine exploded and wounded 9 soldiers.

Yesterday at about 18:30 between Harasymivka and Krasnyi Derkul villages located in Stanytsia Luhanska district in Lugansk Region our “KRAZ” vehicle was blown up by a high-explosive mine near the border line. Border guards of rapid response commandant “Kharkiv” were patrolling the territory and were going to reinforce part of the border. As the result of the explosion 9 Ukrainian servicemen were wounded, 3 of them are in medium severity condition. Wounded got medical help and were delivered to Bilovodsk central district hospital. After that they will be delivered to Central hospital of State Border Guard Service.

– Reported by Border Guard Service at http://dpsu.gov.ua on Oct. 15, 2015

The incident happened near Krasna Talivka far away from the conflict zone, but right on the border with Russia. It’s more likely that road mine was set by saboteur team that crossed the border and came from Russia. They blew up the border guards vehicles and left to where they came from.

Similar attack happened at the same location on April 20 2015, see Ukrainian Border Guards vehicle blown up near Russian border. Last year on August 25 2014 Russian unit with the support of 2 combat helicopters MI-24 attacked Ukrainian border guard unit near Krasna Talivka, at that battle 4 Ukrainian fighters were killed and 3 more wounded, see report Two Russian combat helicopters MI-24 attacked Ukrainian border guards. A year later there was a monument installed in the memory of the killed Ukrainian heroes, see the report here.

It looks like Russians are interested in that area as their reconnaissance activity continued, on May 16 2015 Ukrainian border guards spotted saboteur team near Harasymivka 200 meter from Russian border and got in a fight, 1 border guard was wounded, see the report here. On July 23 2015 Russia lost very expensive drone also at the same location near Harasymivka, see report Ukraine shot down 2 million worth Russian drone “Zastava” aka Israel Bird Eye 400 UAV

On the same day when 9 border guards were wounded by a road mine on October 14 2015 2 Ukrainian soldiers got wounded by a landmine near the contact line close to Stanytsia Luhaska. That was reported by Hennadiy Moskal.

On Wednesday (October 14) in the evening in the suburbs of Stanytsia Luhanska 2 Ukrainian soldiers age 21 and 24 got wounded by a landmine. This happened in a forest near Siverskiy Donets river which is actually the contact line. Both soldier are from 128th brigade, they were delivered to the hospital where they got medical help, their life is not in danger.

– Hennadiy Moskal, reported at http://moskal.in.ua

Later this information was confirmed by ATO speaker, see here.

And later the Ministry of Internal Affairs of Ukraine in Lugansk Region confirmed that two women from Lugansk got killed by a landmine in Stanytsia Luhanska on October 14 (see report here). Obviously those women were trying to get to Lugansk and went through the forest avoiding the checkpoint.
