Terrorist who control some areas of Lugansk Region has posted a video of their military exercises. They were practicing shooting from tanks. On the background there are at least 4 armored vehicles that were identified as BPM-97. That is brand new model of Battle Vehicle of Russian Border Guard Service. Border Guard Service in Russia is a branch of Federal Security Service. The vehicle is known as KAMAZ 43269 “Vystrel” 4×4 wheeled mine-resistant, ambush protected (MRAP) vehicle. The modification of BPM-97 seen in Lugansk is “DOZOR-N” and it is only used in Russian Federation. That modification was specially designed for military intelligence. Here is the photo of the same type of armored vehicle was taken in Lugansk on Jan 1 2015 near hostel #4 of Dahl East-Ukrainian University. The hostels of the university were taken by pro-Russian terrorists and Russian soldiers and that’s the location where they live and train locals.

Russian Army moving in the central street of Lugansk Ukraine.

Today in the morning at about 9am big convoy of Russian Army trucks and other vehicles was moving in the city center on Sovetskaya street from the East of Lugansk towards Western direction where Ukrainian Army positions are located. In total there were about 25 tucks with Russian soldiers, mostly young age and 10 4×4 NIVA cars. There were also howitzers and at least 2 tanks.

Ukrainian humanitarian aid for occupied territories of Lugansk Region has arrived to Severodonetsk

The humanitarian cargo has arrived to Severodonetsk accompanied by Deputies of Ukrainian Parliament Irina Lutsenko and Maria Ionova. This aid is for people on the territories occupied by so-called Lugansk People’s Republic (LPR). 6 cargo trucks brought 120 tons of food collected in Kiev and also in Chernivtsy, Rivno and Vinnitsa Regions. There are food sets with cereals, sugar, tea, oil, canned meat and fish, biscuits, condensed milk, sweets, fruits and so on.

Humanitarian aid for people on occupied territories is not related in any way to Minsk Memorandum, this is the initiative of the President of Ukraine supported by all regions that want to help people who are on the other side to feel the atmosphere of New Year and Christmas Holidays.

In Severodonetsk the humanitarian aid will be loaded on other trucks and will be sent to the territory on LPR.

Children and social institutions on the occupied territory will get that help, such as orphanages, senior centers, family type orphanages, hospices, etc. All of them were financed from state or local budgets and now they are surviving without any money. The heads of such institutions come to our Administration often and tell us that their patients or children eat what local people or personnel bring. Old people in senior centers haven’t been eating any meat or fish for a long time and children in orphanages forgot the taste of candies. Humanitarian aid will be accompanied by representatives of civil and international organizations and we will do everything possible to make sure the help arrives to those who really needs it.

International Committee of the Red Cross delivered humanitarian aid to Lugansk.

Spokesperson at the International Committee of the Red Cross for Europe, Asia and for health issues Anastasia Isyuk has confirmed that humanitarian aid arrived to Lugansk and will be delivered to people who needs it.

8 cargo trucks of ICRC passed through the last checkpoint controlled by Ukrainian Army and went to Lugansk city direction few days ago on December 20. The cargo is from Geneva and it is delivered according to international rules and coordinated with Ukrainian Government. In total there are 64 trucks that ICRC plans to deliver to occupied territories of Lugansk Region.

Governor of Lugansk Region delivered humanitarian aid to Krymske

Hennadiy Moskal visited Krymske village which is one of the hottest places of Lugansk Region. Krymske was under heavy fire from December 7 to December 8 (one day before cease-fire). Krymske was shelled by a group of Russian terrorist who call themselves “The Great Army of Don” using mortars and GRAD (multiple rocket launcher system). 55 houses were damaged or destroyed. It’s a miracle that no civilians got killed or wounded, most of the people left the village running away from the war. In total since the beginning of military activity 105 houses were damaged, some of them is not possible to restore. Infrastructure also got damaged, it’s still not possible to fix gas pipes that were destroyed on the neutral territory, terrorist don’t allow repair team to go there. But government managed to restore electric power and water supply to the village.

Moskal brought humanitarian aid to the village, a truck with food, baby clothes and so on and he personally helped to unload it. After that the Governor talked to local people, he met with a family of Ukrainian patriot who was killed by the terrorists and visited positions of Ukrainian Army.

The government can’t yet compensate the damage to people as the Cabinet of Ministers hasn’t signed the decree. But we try to help in another way. We use sponsors help from other regions of Ukraine, government organizations or international funds. This time there was representative of one of German funds, so she could personally estimate the level of damage. Four families from Krymske immediately got substantial financial support, personal data of other people got recorded and they will get help later.

Krymske is located few kilometers away from Ukrainian Army checkpoint #31 on Bahmutka road, it’s under fire almost every day. And the day when the Governor was there, the suburbs of the village was shelled from GRAD.

There is no real cease-fire in Lugansk Region. The number of cases of aggression start to increase again. On December 18 the territory of Lugansk Region controlled by Ukrainian government was shelled 2 times only, but next day December 19 this number increased up to 9 times and on December 20 there were 13 cases. And on Sunday December 21 when I was in Krymske village it was shelled again.

Red Cross delivers humanitarian aid to Lugansk Region

Yesterday International Committee of Red Cross delivered tools and construction materials to rebuild damaged houses. Materials to fix 1000 square meters of damaged roofs were delivered to Shchastya, Popasna and Stanitsia Luhanska.

As winter comes and weather gets worse and cold it is very important to fix damaged hospitals, schools, administrative buildings and residential houses

Female bomber from Lugansk who planned terrorist attack in the center of Kiev was arrested by Security Service of Ukraine. Photos and video.

Counter-intelligence unit of Security Service of Ukraine (SSU) prevented terrorist attack that could cause mass victims in the center of Kiev. This attack was planned by Russian secret service.

This was reported by SSU adviser Markian Lubkivskiy during the briefing today.

During special operation of counter-intelligence unit we captured a saboteur who was supposed to deliver powerful bomb from Lugansk to Kiev, she was getting orders from foreign secret service. She was supposed to leave it in a certain place. Russian curators selected crowded locations in Kiev, the Independence Square or government district with the building of President of Ukraine Administration.

Counter-intelligence service 1st noticed the 30 y.o. woman who lived in Lugansk about 3 weeks ago. She was a contact person of a man who serves in Russian secret service, Main Intelligence Directorate of the General Staff of the Armed Forces of the Russian Federation. His nickname is “Constantine”. He personally trained her and guided her every move. In order to fulfill the criminal plan, the woman arrived to Kiev from Lugansk by passenger bus.

The homemade bomb was in the woman’s bag. Following “Constantine” instructions the woman was frequently changing phones and sim-cards. At the certain time she tried to leave the bag in the place that was given to her. At this moment the woman was captured by counter-intelligence unit.

Experts say that in the woman’s bag there was remote controlled explosive device equipped with metal particles to increase the damaging effect and it had special mechanism that could activate the bomb when somebody would attempt to open the bag. The explosive power of the bomb that was neutralized by pyrotechnics was 3 kg of TNT equivalent.

The criminal case was started according to Article 258 of the Criminal Code of Ukraine (act of terrorism), the arrested woman made a confession, the investigation continues.

The head of Security Service of Ukraine reported to the President of Ukraine and to the secretary of the National Security and Defense Council of Ukraine. Markian Lubkivskiy said the Security Service coordinates its activities with other law enforcement agencies.

This extraordinary event is a cynical attempt on the life of Kiev people and guests of Kiev. Even experienced counterintelligence were shocked. The Security Service makes everything and will make everything possible to ensure peace of people during New Year holidays. But we are asking everybody to be careful during events with many people involved.

Refugees from occupied by Russian terrorists areas of Lugansk Region got humanitarian aid in Lysychansk.

Yesterday in Lysychansk (liberated from Russian terrorists city of Lugansk Region) “Vostok-SOS” was giving humanitarian aid to refugees with many kids, single mothers and disabled people. They had to work under extreme conditions for some time as at the end there was no electric power in the building. They couldn’t reschedule for the next day as that would be too much for people to stay in a long line again, so decided to finish everything in one day.

The list of families who need support was provided by social services. Those were the conditions of the project that provided the aid. So the list can be outdated and not everybody who needs help got it this time.

“Vostok-SOS” thanks Lysychansk City Council for support. Next city to visit is Rubizhne.

The help was brought by “Vostok-SOS” and Human Rights Center “Postup” with financial support of the Ministry of Foreign Affairs of Germany as part of the “Diakonie” project. International Fund “Vozrozhdeniye” is also helping us to deliver aid to those who needs it.

In the meantime we continue to collect money to buy kids stuff (diapers, napkins, baby food), and also medicine for new born babies and old people living in Lugansk Region.

Humanitarian aid for people in Popasna, Lugansk Region.

Humanitarian aid was delivered to Popasna. Here the aid was mostly for local people who got their houses damaged. We thank City Council of Popasna for support.

Despite the fact that the city gets shelled from time to time, there is New Year Tree on the square already, people try to live their normal life.

Local people who have their apartments and houses damaged by the artillery fire are more talkative, positive and less stressed than refugees in any other city. Really, their houses and walls heal them. Many of these people continue to live in their half destroyed houses, and slowly fixing them with the help of different funds.

9th “humanitarian” aid convoy from Russia. Kremlin breaks through Ukrainian border again!

Yesterday December 12 Russia sent another “humanitarian” aid convoy to Ukraine. That’s number 9 already. And again there was no permission from Ukrainian side, no customs or border control. The international laws has been broken again. This time 141 vehicles in total went to some areas of Lugansk and Donetsk Regions controlled by pro-Russian terrorists.

State Border Guard Service of Ukraine made a statement on their website regarding this act of invasion.

Russian side sent 9th “humanitarian” cargo. Representatives of Red Cross didn’t take part in cargo transportation, and Ukrainian border guard unit only had visual observation of Russian trucks going through the state border without taking any actions needed for custom control. The trucks were observed on the territory of Russian Federation at the border control checkpoints “Donetsk” and “Matveev Kurgan”

From 07:10 to 08:20 there were 87 vehicles going through “Donetsk” (Russia) border control checkpoint.

From 07:00 to 07:40 there were 54 vehicles going through “Matveev Kurgan” (Russia) border control checkpoint.

Special Monitoring Mission of OSCE also made a report on this Russian convoy and they described the trucks that went to Lugansk direction with more details. You can read full report at http://www.osce.org/om/131756

On 12 December 2014 at 07:50, the OM observed the arrival of a Russian convoy at the gate of the Donetsk BCP. The convoy consisted of 58 cargo trucks, 19 fuel trucks, 2 escort vehicles, 2 logistics vehicles, 1 command and control vehicle, and 1 ambulance. All cargo trucks bore the inscription “Humanitarian help from the Russian Federation”. The vehicles stopped at the customs control area and the cargo trucks were opened and inspected by Russian border guards and customs officers. The OM saw that Ukrainian officers were present on the site during the inspection process. By 09:20, the convoy had left the BCP towards Ukraine.

At least one official from the Ministry of Emergency Situation was present on site at the Donetsk BCP during the inspection of the convoy.

At 19:05, the convoy arrived at the BCP from Ukraine, lined up at the customs area and was inspected by the RF officials. The OM saw Ukrainian officers on site as well. By 19:47 all 83 vehicles had returned and crossed back into the RF.
