OSCE explained their role in joint patrols in Lugansk Region

OSCE observers had to explained to commanders who are monitoring cease-fire violations that they are not going to take leadership role in joint patrols and that they can not take anyone in their cars except the members of Special Monitoring Mission that works on the territory of Lugansk Region. In Luhansk the SMM met commanders of two Joint Centre for Control and Co-ordination (JCCC) sectors. They said that they were still waiting for instructions to deploy at patrol level. They had been told that they would be deployed in patrols of four, consisting of one Russian officer, one Ukrainian, one “representative” of “LPR” led by an OSCE monitor; and that they would travel in OSCE vehicles. The SMM explained that it could not transport anyone other than mission members in OSCE vehicles and that the SMM’s mandate did not foresee leadership of JCCC patrols.

Ukrainian Army check-point at Smile is under attack for the last few days

Pro-Russian terrorists who control Lugansk and few other areas of Lugansk Region continue their attach on Ukrainian Army check-point near Smile village. The shelling started on October 13 and it was mentioned by OSCE special monitoring mission in their report published few days ago. You can read full report here

On the evening of 13 October, a Ukrainian military officer told the SMM that armed forces affiliated to the “Lugansk People’s Republic” (“LPR”) had advanced towards a Ukrainian military checkpoint (CP) between Khoroshe and Smile (approximately 40km northwest of Luhansk city), and had issued the Ukrainian soldiers there with an ultimatum: either surrender or face attack. Early in the morning of 14 October, a Ukrainian military officer attached to the Joint Control and Co-ordination Centre (JCCC) in Debaltseve (75km northeast of Donetsk city) told the SMM that fighting was on-going around the CP in question.

The National Security and defense Council of Ukraine also reported that because of the shelling Smile and Tryokhibenka villages that have total population of 3500 people got cut off from gas supply. Ukrainian military had to fire back at the terrorists and destroyed few tanks that took part in the attack on the check-point.

On Saturday, October 18, Ukrainian Army units and police forces liberated Krymske village without even shooting. And know this settlement is under Ukrainian authorities control. Before that it was in the hands of Russian terrorists from para-military organization from Russian Federation known as “Cossack of Don”. Almost all locals were pro-Russians before and pro-Ukrainians were executed by Russians. One deputy of the local village Council was shot to death in his own house, two more people were tortured. Today Ukrainian soldiers got into building that was used by terrorists as their head-quarters.

The Governor of Lugank Region H.Moskal came to Krymske village today. He met the secretary of village Council and school director. The situation in the village after the rule of Russian “Cossacks” is critical. Wages and pensions were not paid since the beginning of military actions, patients of the local hospital have basically nothing to eat. At the same time in other villages that are already under Ukrainian control people started to get salaries and pensions, people get cash. In few days financial system of Krymske will also start to work and people will start getting money.

Ukrainian flag was put on a building of village Council. The Council Secretary said nobody will try to take it off again. People realized what is going on after the Russians were there.

During the Governor’s visit, separatists started shelling using “GRAD” (multiple rocket launcher system). The rockets were landing on the edge of the village about 1.5km from the center of the settlement. But that didn’t scare the Governor.

Humanitarian aid arrived to Lugansk Region from Ternopil. There were 2 tucks with things for school, clothes and food. All that was sent to Stanytsa Luhanska. During 2 weeks school children from Ternopil got 6 tons of aid. The aid was delivered by priest Ivan. Olga Lishik, vice-governor, met the trucks.

Power plant in Severodonetsk is ready to start working!

Power plant in Severodonetsk that can also generate heating can start to work any time. Terrorists continue shelling power plant at Shchastya city located 20km from Lugansk. So from time to time all territory of Lugansk Regions gets out of electricity. Now it’s time to look for alternative sources of power. The Governor of Lugansk Region H.Moskal visited power plant in Severodonetsk which is one of the biggest in Ukraine that can generate electricity and heating for the city at the same time. For the last few years the power plant was working only in winter producing electricity and heating and hot water for Severodonetsk. The general manager of the power plant said that they can provide heating and hot water tomorrow if needed. The question is if city services are ready to take it. Another thing is that the Ministry of Regional Development decided to start heating season starting from the 1st of November (usually it starts on October 15). H. Moskal said that the power plant in Severodonetsk is ready for emergency situation and it is ready to start generating power in 2 minutes. It will produce enough electricity for Severodonetsk, Rubizhne, Lysychansk and the North part of Lugansk Region. That’s a back up plan in case the pro-Russian terrorists who control Lugansk city do another attacks that can damage power lines or power plant in Shchastya. The total number of people working at the power plant in Severodonetsk is 630. People only want for the military actions to stop and waiting for the peace in the country.

Only 35-40% of voters will take part in elections to Parliament in Lugansk Region

The Governor of Lugansk Region H.Moskal thinks that only 35-40% of voters will take part in Parliament elections on October 26.

H.Moskal met with First Counselor of the French Embassy in Ukraine and with expert on elections that deals with crisis management in government agencies of Ukrainian government.

The situation on the territory of Lugansk Region controlled by Ukrainian government is quiet. Regional State Administration is not part of election process, but government institutes are taking care of technical part of the election process and provide everything needed for that. Because of the military actions we don’t expect a lot of voters to attend elections. If current situation is going to be stable, we think that there will be 35-40% of people, and if the situation gets worse there will be even less voters.

The representatives of French Embassy came to Lugansk Region to find out the current situation and to learn how they can help the refugees who came from occupied by terrorists territories.

Lugansk State Medical University will be moved to Rubizhne

Lugansk State Medical University will be moved to Rubizhne. Lugansk is under control of pro-Russian terrorists and due to that it was impossible to continue educational process at Medical University. So the Ministry of Healthcare of Ukraine made a hard decision to relocate the university to another city in Lugansk Region on a territory controlled by Ukrainian authorities and they chose Rubizhne. Most of the university professor has already moved there. University also has new Rector now and that is Igor Ioffe. There was an option to move the university to Uzhgorod, but the Governor of Lugansk Region H.Moskal insisted that it should stay in Lugansk Region.

President Poroshenko visited Severodonetsk

The president of Ukraine Petro Poroshenko came to Severodonetsk today. This is a city in Lugansk Region that was liberated from pro-Russian terrorists and is under Ukrainian authorities control. President had a meeting with the Governor of Lugansk Region H.Moskal. There were also Valeriy Heletey the Minister of Defense and Volodymyr Groysman the Minister of Regional Development. Right now Severodonetsk became the capital of Lugansk Region, all regional administration was moved there and universities were also evacuated from Lugansk, which is not controlled by pro-Russian terrorists. Severodonetsk also has an airport that the Governor of Lugansk Region plans to use for the flights to Kiev and that will be the major airport for Lugansk and Donetsk regions since the airport in Lugansk is totally destroyed and the airport in Donetsk is under heavy fire everyday.

UN High Commissioner Mission for Refugees in Ukraine

Today Mr. Oldrich Andrysek regional representative of UN High Commissioner Mission for Refugees in Ukraine signed memorandum in Severodonetsk with the Governor of Lugansk State Regional Administration Mr. H.Moskal. According to this document both parties will be doing monitoring on the situation regarding internal refugees that live in the cities on the territory of Lugansk Region and that are under Ukrainian authorities control. UN High Commissioner Mission for Refugees is going to open an office in Lugansk Region.

H.Moskal said: “The support of international organizations is very important for us, because the regions is not financed much. There are a lot of problems and with the help of international organizations like UN we will fix them faster”.

Mr. Oldrich Andrysek said that he hopes for successful cooperation with Lugansk Regional State Administration, because he knows H.Moskal since the time when he was the Governor of Zakarpatskaya Region.

The Governor of Lugansk Region plans to use airport in Severodonetsk

The Governor of Lugansk Region H.Moskal says that Lugansk International Airport is controlled and totally destroyed by pro-Russian terrorists and it’s not possible to use it. New Donetsk Airport that was built for EURO-2012 Football Championship is under control of Ukrainian Army, but it was damaged so much that it wouldn’t be possible to use it as well. The only airport left in Lugansk and Donetsk Regions that could be used for both local and international flights is the airport in Severodonetsk city located in Lugansk Region and controlled by Ukrainian Government. Right now the airport belongs to “Ukrtransgaz” company and is not operating any flights.

The Governor of Lugansk Region H.Moskal discussed with the head of “Ukrtransgaz” company the question of giving the airport to the balance of Regional State Administration. They are working on all documents needed for that procedure. After the airport gets back to government property, Regional State Administration will make everything needed to start the normal work of the airport and to make regular flights to Kiev. The new airport in Severodonetsk was built in 1968. It started to serve aircraft used at that time, such as AN-24 and Yak-40. In 1975 the airport was working at the maximum of its capabilities and there 5100 flights that year, transporting 115 thousands of passengers. Regular fights from the airport stopped in 1993. From that time until now the airport hasn’t been used much serving only charter flights.
